The 21st Century ROAD to Housing Act Is Now Law

The 21st Century ROAD to Housing Act became law on July 11th, marking the enactment of the most significant federal housing legislation in nearly 30 years. While no single law will solve the housing challenges facing communities across Pennsylvania and the country, the 21st Century ROAD to Housing Act demonstrates a shared commitment to expanding housing opportunities and equipping communities with new tools to meet local housing needs.

The legislation itself reflects both bipartisan and bicameral collaboration. Passed by overwhelming bipartisan majorities—358-32 in the House and 85-5 in the Senate—the final law combines proposals from the Senate’s ROAD to Housing Act and the House’s Housing for the 21st Century Act into a single package: the 21st Century ROAD to Housing Act.

For Pennsylvania advocates, the legislation includes a particularly meaningful provision. The new law establishes a federal Whole Home Repair pilot modeled after the Commonwealth’s nationally recognized Whole Home Repair Program, which helps homeowners repair and preserve Pennsylvania’s aging housing stock. Its inclusion in the legislation is a testament to how successful state innovation can help shape national housing policy.

Housing Alliance Priorities Included in the Final Law

When the Senate approved an earlier version of the legislation in March, the Housing Alliance encouraged members to contact Congress and advocate for preserving key housing priorities as lawmakers finalized the bill. We are pleased to report that each of those priorities was included in the final law.

Among the provisions most relevant to Housing Alliance members are those that:

  • Give communities greater flexibility to address unsheltered homelessness.
  • Expand housing opportunities for veterans experiencing homelessness.
  • Strengthen and preserve affordable rental and homeownership opportunities in rural communities.
  • Streamline Housing Choice Voucher inspections to help families move into housing more quickly.
  • Increase banks’ capacity to invest in affordable housing through the Community Investment and Prosperity Act.
  • Beyond these priorities, the legislation includes numerous additional provisions that support housing production, adaptive reuse, manufactured housing, affordable housing preservation, expanded financing opportunities, and other practical tools to address the nation’s housing supply and affordability challenges.

What Happens Next?

Although the legislation is now law, most of its provisions will not take effect immediately. Federal agencies—including HUD, USDA, FHA, CFPB, and others—must now develop regulations, guidance, and implementation procedures before many of the new programs and reforms can be put into practice.

Those rulemaking processes will provide important opportunities for public input. The Housing Alliance will closely monitor implementation, keep members informed as proposed regulations are released, and encourage participation during public comment periods, where our collective expertise can help shape how these new housing tools are implemented.

We appreciate the many advocates, partners, policymakers, and organizations who worked together to advance this legislation. While the nation’s housing shortage developed over decades and will require sustained commitment at every level of government, the enactment of the 21st Century ROAD to Housing Act demonstrates that meaningful bipartisan progress on housing is both possible and necessary.
